Can a lay minister place the lunette with host into the monstrance, or only a priest or deacon? Can a lay minister remove the ciborium from the tabernacle and place it on the altar for adoration?

Yes, a lay person may place a lunette or remove a ciborium. Blessing the congregation (benediction) is reserved only the ordained.
