What parts of Benediction may a lay person do, since we do not have a regular priest or deacon in our parish?

A lay person may say prayers that are found in the Order for Solemn Exposition of the Blessed Sacrament and also lead songs that are within the ritual book or songs that are found in your own parish hymnals. A lay person does not bless the congregation with the monstrance or luna or ciborium. The lay person takes the Blessed Sacrament from the altar and places it back into the tabernacle.
