The Ceremonial of Bishops, paragraph 48 says:

Flowers should not adorn the altar from Ash Wednesday until the Gloria at the Easter Vigil, nor in celebrations for the dead. Exceptions to this rule are Laetare Sunday (the Fourth Sunday of Lent), solemnities [Saint Joseph, the Annunciation of our Lord], and feasts.

This rubric encourages a procession of flowers during the singing ofthe Gloria to announce the resurrection of the Lord.
