Is it correct for the Priest to withhold the Cup from the lay people during daily communion?

Answer
There is no rubric to withhold, nor a rubric to share the cup for daily communion. Rather it is a matter of eucharistic sharing. Perhaps the priest has a good pastoral reason or perhaps it would be advisable for him to read the US Bishops' Pastoral Letter, This Living Bread and Saving Cup, which advocates sharing the eucharistic cup with the assembly.
