Around the country or from parish to parish, I notice that Mass times on Saturday evening vary. What time does it "count" for Sunday?

In the apostolic constitution by Pope Pius XII, Christus Dominus, no. VI, January 6, 1953, AAS 45 (1953) 14-24; it states that 4:00 p.m. begins the evening or the solemnity (whether that be "Sunday" or the Assumption of the Blessed Virgin Mary or Christmas - any solemnity.
