Do we need an indult from Rome to have lay people purifying the vessels after communion?

Recently, many bishops have asked for such request from the Congregation of Divine Worship and Discipline of the Sacraments at the Vatican City. All were told that an indult was unnecessary because acolytes (instituted or otherwise) or lay people in this role, may purify the vessels after Holy Communion.
